I believe that's Otacon's phrase, and I think it's on all the equipment he designs in the game.

The symbol is a different story. Literally translated, it means "Ota Spirit" aka "Otaku Spirit".
It is pronounced "o-ta-kon" aka "Otacon". This sub-culture term "Otaku Spirit" was the origin of Hal Emmerich's nickname in MGS1.
The word formation being "Otakomu demon" was an early joke. The pronunciation of the phrase being "o-ta-damashii" is a translation error, which started in some translated versions of the Kojima Blogs I believe.
While on the topic, the mark can be seen on a patch sewn on Snake's sneaking suit. However, in earlier released pics, the mark was not present on the same patch.

Correct me if Im wrong, but isn't it the symbol for philanthropy? It could be, since Otacon is a member of Philanthropy. But Hideo Kojima told in a recent interview that the label is used for Otacons creations, such as the equipment he makes.
