I was just thinking.
Look, when Snake was working for Foxhound, he must of had income for daily living expenses. But now that he is retired, how does he get money? Did the government pay him for Shadow Moses? I highly doubt it. And now that he is with a NPO (Non-profit organization) How does this guy buy his grocerys, and pay the electrical bill?

Even though Philanthropy is a NPO, NPO's can still have living expenses included in their grants.

well as otacon said they are recognized by the UN so maybe they recieve some funding for their efforts
