Even though Fox was a great soldier as human, as a cyborg, he relied heavily on technology I'd say. The same also applies to the new "ninja"-Raiden. So basically, I see it as yesterdays technology versus todays technology.
Therefore, my vote goes to Raiden (with all due respect, Jaeger)...

Fox. Fighting wise, Fox wins the gold. Raiden may have a lot of field combat experience, but in a hand to hand combat against Fox, I dont see him winning. And so what if he took on lots of RAYs and destroyed all those MGs in the MGS4 trailer? Fox was able to take on REX, yet still lost to Snake. Raiden could very well be a pussy fighter when fighting actual humans lol.
And I dont recall Raiden winning against the RAYs either. Olga saved his ass.

The RAYs were so easy to take on, I bet Fox could've taken down just as much as Raiden did. I think Fox wanted to lose to Liquid cause he wanted to die. I mean the man was seeking death.

Raiden for sure.
Fox is dead. He got killed.
Raiden is alive and has not been killed.
Which makes him better.
You cant do much when your a rotten corpse, or cyborg corpse.
