When I read "Outer Heaven", I got a chill that ran up my neck and out loud to myself went "woah". Big Boss might still be pursuing his dreams. Maybe he'll topple the Patriots for good.

I also got chilled when I saw Outer Heaven.
So Outer Heaven has been created twice right?
And from what I remember it was meant to be a place where a true soldier could live or something?

Outer Heaven is a place where a soldier will always be needed, and not just discarded. Big Boss explained it in Metal Gear 2 Solid Snake. The war orphans he saved and gathered, those will be the soldier of the future. The childred of Outer Heaven. Something that goverments of the world would rather sweep quietly under the rug. But not Big Boss.
