Been replaying the Rex vs Ray fight in MGS4 and it got me thinking. Is Ray really a Rex killer? So I did some research and a lot of experimentation in the actual gameplay and here is what I found.
Size: There are no official stats on Ray, but visually it appears to be slightly larger. However, I don't believe that it is heavier. It's not as heavily armored as Rex, being designed for water. In this case I can't really give either an advantage.
Armor: Rex has a clear advantage here. Ray was much easier to damage in MGS2 compared to Rex in MGS1. Plus it gets really mangled in MGS4.
Weapons: Machine guns, missiles, and beam (laser vs hydro cutter) are even. I can't give either an edge here.
Maneuverability: Ray dominates this category. It's faster and more agile than Rex. Plus it can jump and swim.
Power: Tough call here, but looking at MGS4 I give the edge to Rex. Both have a ramming attack. If you time it right and have them ram each other at the same time, Rex wins out. Plus the street fighter moves show that Rex can easily lift Ray. The inly time Ray wins a head-in collusion is when it jumps out of the water.
Defense: Ray can use his "arms" as shields, which withstand missiles and even Rex's ramming attack. Rex does not have any shield defense. However, as the MGS4 fight shows, those can be ripped off.
Overall: There is no question that Ray is far more advanced. However, it is no Rex killer. They are dead even in weaponry so it all comes down to a brawl. It's Ray's speed and agility against Rex's power and durability. Using a car comparison, it's like a Dodge Ram vs a Hummer. Personally, I think Rex is too tough and will rip through Ray. That's why in MGS4 a battle damaged and neglected (for 9 years) Rex was able to take down a fresh Ray.
