We will never know for sure....
But I saw that this topic was called ''Is Ocelot homosexual?'' so I'm going back on topic.
Why does Ocelot always strip his victims when he is going to torture them? It isn't really necessary, what Ocelot did to Raiden was a bit gay, maybe a lot gay.
