Just a thought I had since Ocelot say's the Darpa chief knew who he was at the end when he's talking to the 'president'.

I believe his official age in MGS is given as "60's" . I don't buy into this personally...I mean, besides Peter Stillman, there's got to be at least the possibility of there being another black man in the Metal Gear series.

I think its possible, and it said he started up ARPA at the end of MGS 3(I think), and he was fairly young in Snake Eater. But I agree that I could be jumping to conclusions.

Indeed it looks possible, but if u think about it how come he didn't say anything to Solid Snake when he saw him?!. I mean at least he would've said " you look like him" not stating any name.

I don't think he is. Though the fact about Decoy Octopus being the actual DARPA you interact with in the game brings up some interesting points.
