*Checks the script* Nope, his line is "..." and then he falls off and expires. He probably tried to say something, or Hideo just wanted it to look like that when he directed it. Someone had a theory he was trying to say "Damn the Patriots" but looks like he wasn't.

Possibly. Probably not scripted, but Kojima thought of just making him mumble when he directed the cutscene, considering the line was "..." he probably just left it like that. Or it could be absolutly nothing at all, just him opening and closing his mouth.
