Given the release of Portable Ops, I'm starting to seriously think that Ghost Babel should've been put in the main timeline. It could've been the first filler game. If they could just remove the fact that Mei Ling was in it and perhaps replace Campbell, it would work. The story does explain the backdrop of Outer Heaven, but since it's a sidestory we can't relate it's plot to the main cannon. So something like that would've been great as an extra in the Expanded Universe. It would be in the same category as Portable Ops.
Alas, it will forever be doomed to be an outsider.

Man, I haven't played Ghost Babel in a long time, so unfortunately, I can't take part of this discussion.
But wasn't Ghost Babel like a different Zanzibar? Or was it a different Shadow Moses?

Well, there is not official mentioning of Zanzibar, other than that Snake knows Cambell.
As for it's similarities, it is a cheap, 2D knock off of Metal Gear Solid, down to character designs.

There was something mentioned in the game about Fortress Galuade being built atop the ruins of the old Outer Heaven in South Africa. I think that's what you're thinking of.

Yes, Galuade is built on top of the old Outer Heaven. Not only that, but the ruins of TX-55 can be found on the way to fighting Metal Gear Gander.
So, yeah, had they removed Meil Ling, and perhaps the Colonel (since the game takes place before MGS but is not mentined in it), Ghost Babel would've served as a good filler game.
