Not the Sigint/DARPA Chief thing again.
There is never any official word on it. Besides, he's 24 in 1964. That would make him 65 in MGS1. DARPA Chief is not 65.
Besides the starting ARPA thing and being black, what proof do you have that Sigint is the DARPA Chief?

First you say "not again", only to start an argument? ;D To keep this short: I'm just one who belives Sigint to be Anderson. Otherwise, the reference to DARPA at the end of MGS3 is plain stupid. But okay, let's drop that. It's not SIGINT nor Donald Anderson who's the mystery man. I'm pretty sure of that. Do you know any characters that could've been around behind the scenes i the 60s and 70s? That have appeared on screen in other games than PO or SE that is.

Outside of Ocelot, no.
As for the DARPA Chief part... it would make good sense to make it that way... isn't there ANY official evidence?
Look back at MGS3 codecs. Does Sigint ever mention a friend by the name of Jim? Jim Houseman?

HAHAHA I knew that PO would rock.....I bought the game and I got the special edition case but uuuhhh....ahehehe I dont have a PSP yet....well im saving some money so I can get the best version of it with plenty of memory so im waiting a little but I had to have the game in my hands first hehe. I also had one idea a long time ago about how IF Kojima and or Rikamura would branch off into the MG universe that they would make a game about the GRU Spetznas with Olga Gurlukovich and with her unit fighting wars in the former U.S.S.R, but I knew that would never happen and I had the same idea of how the gameplay would be like just as if it was MGS:PO but a tad bit more action packed and the only difference would be you didnt have to knock out enemy guards and convert them....YOU'd HAVE A SOVIET ARMY ALREADY BACKING YOU!!! haha anyway, AG I know you would be convinced of the game thats why I kept my mouth shut and never argued with you about the subject.

Well, I had good reasons to be expecting the worst: Metal Gear NES Snake's Revenge Ghost Babel Twin Snakes Acid Acid 2 They finally got it right. A Metal Gear game, not directed by Kojima, for a handheld console, that adds volumes to both the story and the evolution of the gameplay... A great package that came as a total shock to me. But I'm glad it was.

is it possible that this other myster man is Jim Houseman? I mean, it is implied that he was murdered, but the cardinal rule of games/movies is that if you don't see them die, they are still alive until stated otherwise.

I though of him too, but the I remebered In the Darkness of Shadow Moses. Either he's a good actor, or he just got owned.

Well, Kojima did say that MGS4 will have real people in it... maybe he'll be a character behind it all!!! ;D I see it now... *Snake (old) walks into the last room...everyone is dead, I mean everyone on the list of MG people we know.* Snake: You must be the big fish around here? : ...it's time to end it now... *A flash of light comes on* Snake: It can't be...but your breaking the laws of reality Hideo: Yes and it ends....*looks to the camera*...and thank you all for enjoy the Metal Gear Saga *Snaps fingers and camera goes black with the credits rolling. Then Snakes comes back in with one more question* Snake: But if I am still alive then....what now? *Lights come on and looks around in shock*...oh my...*calls on his codece but only gets Hideo*...Where am I!? Hideo: On the Wii!!! XD *cuts the codece off* *Snake looks around at everyone and just has one thing on his mind* Snake:I just hope they didn't port Frank on here. Thats the big fish, that's the ending of MGS4, and that is how the whole Metal Gear Saga ends.
