They working together is kinda obvious, but there's one thing I think most players have missed.
During the torture scene in MGS3, The Boss enters when Volgin is near finished with Snake. If you have a save file from either SE or Subsistence, use Demo Theatre to watch this scene.
Pay attention to Ocelot. He touches something on his uniform and it makes a bleeping sound. It is soon after that The Boss comes. I think he had a radio or something which he used to contact The Boss before Volgin went ahead and killed Snake.
Please discuss even if you have only the slightest comment.

No it's not. I saw it the first time I saw the scene. Good theory, but that's not what happens.
Volgin is downright killing Snake. What Ocelot is gripping in his hand is the bullet he wore on the chain after Snake beat him. That's what in his hand. He always made it clear that he is the one that SHOULD take Snake down. Sadly he is watching his commander doing so. You can even see the chain.

Nope. Clearly we have opposing ideas here... Ocelot never wanted to kill Snake if you ask me. He knew all the time the bullet he carried with him was a blanc, Ocelot probably just acted like a fool throughout SE, messing up on purpose and so on. So I think he contaced The Boss so she would interrupt and prevent Volgin from killing Snake. And if it only was the bullet he touched, then that obvious beeping sound is pretty wierd. But it's fun we don't think alike on this one.

I said take Snake down, not kill him. He wanted to beat him though. And he made that clear through the game. And besides, you can see the chain comming out of his hand as he clenches his fist during that moment. It's the bullet.
Besides, Volgin would not have killed him during the torture anyway.

Why wouldn't Volgin want to kill Snake right there? He said he was going to kill Snake as soon as he'd payed him back fo hurting his lover Ivan. And for all we know, how about some sort of radio device in the bullet? Not from the beginning. but could've been done later. Far-fetched I know, but I'm desperate here.

Regardless of Volgin's intensions, The Boss didn't really break anything up when she came in anyway.
And the point is, IF Ocelot was going to signal The Boss, they would've actually showed him puching a button, not just clench his fist. That's kinda reading too much into it.
Further more, why would he need to signal her? She could've come in at any time.
Finally, the bullet is not really a blank. It's optional to be a blank. There are 3 endings to the shoot out scene:
Snake shoots and it's a blank Ocelot shoots and it's a blank Snake shoots and misses, the bullet hits the wall near Ocelot
So you can't just assume that it's blank through out the game.
