I didn’t say Raiden wasn’t important to MGS2, I said he is not an important character to the Metal Gear cannon. To have a whole game dedicated to his background, especially without a Metal Gear, would not only prove to be a financial failure but it would add nothing of value to the overall Metal Gear story. Raiden was there in MGS2 to give a different perspective on Snake. You can replace him with ANYONE, and the game would be no different. Therefore, I say that dedicating an entire game to his background would be a waste of time and resources. And not to mention the fact that only diehard mgs fans would buy it. Even kojima said how much the American fans hated raiden.

But all personal feelings aside about Raiden, what does the character really offer the cannon as a whole?

That's pretty much what a character is made up from. Sure, you could rename Raiden. Let's call him Tom. You can throw away mr Flynn and have Hayter do the voice. A character's background is a part of the story, not the actual character, since the character is pretty much just an appearance. But Raiden's backstory and the way he is presented in the game is dead on vital for the MGS2 experience. So saying you could replace him with anyone doesn't just cut it for me. But you got me thinking. It would be pretty dumb to make a game with Raiden without a Metal Gear. They should indeed use the Portable series for other things.
