Is there anthing known about him I find it hard to have theories as he is most likely completely new, and I won't be able to play Port Ops for a few months yet (watched movies on Youtube though).

He is mentioned in Portable Ops as the single mastermind that set up everything in Snake Eater as well as there. He is also the one Ocelot was working with. In addition, from what Ocelot said, the two of them would go on to start the Patriots and the Genome Project.
