I need some info that I can't seem to get on my own. If anyone has this game on the PlayStation One, that would be very helpful.
What I need to know is does this game offer the Combo Shortcuts like "Marvel Superheroes vs Street Fighter"? See, in that game it has an option to use the "Begginner" mode which enables you to use one or two buttons instead of a combo. So I would like to know if the "Street Fighter Alpha 3" game has that.

From what I can remember, I don't think it does.

I've got this game, AG.
Where would the Combo Shortcuts option be? I don't think it does in all the time that I remember playing it. It has three different fighting styles, though - A-sim, V-ism and X-ism. V-ism is a custom combo fighting style in which you create your own linked combos, A-ism allows you to do several types of combos, depending on how much "power" you've accumulated every time you block an attack, and X-ism gives you like one GIGANTO combo...but only one of them.

Well, in Marvel Superheroes vs Street Fighter after you select you character it asks you to pick manual or beginner. In manual you would use the actual combos for the special moves. But with beginner you use just one or two buttons to do the same moves. Like for Zangief's Final Atomic Buster you can just press Triangle and R1 together.
