I was replaying MGS and I remembered an old trick in fighting Liquid. I don't know if most places mention it, but you can easily dodge his tackle attack. When he charges you, just crouch into a sitting position. He runs right past you. When he stops, he stands there long enough for you to stand up, turn around, and land a good combo on him.
