You have to beat The End non-lethally (using the MK-22) in order to get his rifle, the Mosin Nagant tranquilizer sniper rifle. Once you beat him, however, the weapon will not show up in your backpack automatically. It will be on the ground following the battle in the middle of Sokrovenno North near where The End falls.
