First Run Through the game:
Python - Beat him with Stamina Deplition. He will be available right away.
Null - Available after completing the game once.
Elisa - Complete the game with the Med Unit rating of at least 80.
Major Zero - Complete the game once and load the save file from the same memory stick that has save data of MGS Digital Novel.
Major Raikov - Have a good Spy unit placed at the Wester Wilderness. They will tell you when he is available for a rescue.
I don't have Acid 1 and 2, but heard this works:
Taliko and Venus - Acid 1 and 2 girls. Same as Major Zero, but have the save data of Acid 1 and 2.

On the second run through the game I've ulocked:
ParaMedic - Call her from the Comm Station after you cure Malaria.
Make sure to have a good spy unit place at the Hospital. They will inform you when she arrives for pickup.
Sigint - Call him from the Comm Station after Snake is rescued. Make sure to have a good spy unit placed at the Town. They will inform you when he arrives for pickup.
Taliko - I captured the Govt. Official at the Airport instead of interrigating him. After Snake was rescued I got a message from my spy unit saying that a strange female was spotted at the Guest Houst.

I passed the game once with AC!D save data and I was able to unlock Taliko, I havent gotten Venus even though I have AC!D 2, Ive gotta try that, also I was wondering how you could get SIGINT on your team, thanks for the info AG.

I think a couple of those codes dont work....I mean i used the Elisa code and when I tried the Ursula code it didnt work...Do you get the same person anyway if you use either code??? Because I got a mix between Ursula and Elisa.

lol ok i'll restate my post in better said words, I thought since you know she is schizo that they would make separate characters when you unlock them, but ok ok im wrong >_<. lol your right AG they are the same person so hence they stay as one character.
