This is apparently from the 4th Peace Walker trailer, which should air today or tomorrow.
What could "Going Old School" mean? Maybe he's making it possible to return to the old formula of MGS (which would explain the sneaking suit not making any noise while running with it and the soliton radar existing in 1974).
I can't wait to see what this Old School thing is about ;D!
