Zanzibar Land is in Tselinoyarsk?!

So found some interesting stuff online. There is a theory that Zanzibar Land is in Tselinoyarsk. The general location does check out. As does the terrain! Both have swamps, jungles and cliffs. Is it possible Big Boss built his fortress where Grosniy Grad was? I kinda agree with it. It’s poetic. His first and his last stand in the same place.

Let’s say building 1 is where Rasvet factory was. There are cliffs right before it and a jungle with a lake/swamp behind it. The tower building can be the area before you fight Ocelot. Followed by a cliff. Granin’s facility could be the prison camp. There is definitely something to this, intentional or not.
